IDA Glossary


All data displayed on the website are reported by the IDAs and have been rounded. Project information is reported by project operators to the IDAs. For non-rounded data, please download the complete 2018 IDA statistics with regional analysis (.xlsx).


Project Count – Number of new and ongoing IDA projects in a reported fiscal year.

Total Project Value - This figure reflects the cost of the entire IDA project.

Total Tax Exemptions - This refers to the total dollar amount of exemptions and may include real property tax, mortgage recording tax and sales tax exemptions received by the project operator.

Total Payments In Lieu Of Taxes (PILOTs) - Usually part of a project agreement, this is the amount the project operator must pay to one or more of the local taxing jurisdictions in order to compensate them for some or all of the tax revenue lost due to tax exempt ownership or use of a property.

Net Tax Exemptions - This refers to the amount of tax benefit the IDA project receives. This figure equals "Total Tax Exemptions" less "Total PILOTs."

Net Tax Exemptions Per Project - This figure equals "Net Tax Exemptions" divided by "Project Count."

Estimated Jobs to be Created - Number of full time jobs the IDA project originally projected to create.

Estimated Jobs to be Retained - Number of full time jobs the IDA project originally projected to retain.

Full Time Equivalents Before IDA - Number of full time jobs before the commencement of the IDA project.

Current Full Time Equivalent - Number of full time jobs for the reported fiscal year.

Net Jobs Gained - Number of full time jobs added since the commencement of the project. This figure equals "Current Full Time Equivalent" less "Full Time Equivalent Before IDA."

Net Tax Exemptions Per Job Gain - This figure equals "Net Tax Exemptions" divided by "Estimated Net Job Change."
